Move-In & Move-Out

APPLICATION GUIDE FOR MOVE-IN AND MOVE-OUT SERVICE

A. Pre-application process

  1. Bhutanese citizens/special residents registered in the Bhutan Civil Registration System (BCRS).
  2. Citizens who had not moved out/transferred their names during the Resettlement Program.

Step 1:  Keep one legal stamp ready.

Step 2: Fill up the Move-In and Move-Out application form. BCRS-Move-In &  Move-Out-01 for Inter-Dzongkhag and BCRS-Move-In & Move-Out-02 for Within Dzongkhag/Thromde/Gewog.

Step 3: Keep a copy of the Land Ownership Certificate (Lagthram) ready if you are intending to move-in by creating a new household. 

Step 4: Get the signatures of all the persons aged 18 years and above and of a parent for minors mentioned in the application form. A Letter of Consent in case a person is not not physically present to affix his/her signature.

Step 5: Get the signatures of both the receiving head of household and relieving head of household.

The required documents you need to submit is contingent to type of move-in and move-out to new household and existing household as below:

  • Duly completed Move-In and Move-Out Form   BCRS-Move-In & Move-Out-01 for Inter-Dzongkhag and BCRS-Move-In Move-Out-02 for within Dzongkhag/Thromde/Gewog)
  • The signature or a Letter of Consent of a person aged 18 years and above and of a parent for minor furnished as specified in the application form.
  • Copy of land ownership certificate (Lagthram) and authorization letter from land ownership certificate holder if the applicant is other than the rightful owner.
  •  
  • Duly completed Move-In & Move-Out Form   No. BCRS-Move-In & Move-Out-01 for Inter-Dzongkhag and BCRS-Move-In & Move-Out-02 for within Dzongkhag/Thromde/Gewog. 
  • The signature or a Letter of Consent of a person aged 18 years and above and of a parent for minor furnished as specified in the application form.

B. Application Process

You may avail the service from any of the following service centers:

  • Receiving Dzongkhag Civil Registration and Census Office 
  • Receiving Thromde Civil Registration and Census Office
  • Receiving Drungkhag Civil Registration and Census Office  (Only four Drungkhags namely Lhamoizingkha, Phuentsholing, Tashichholing and Umling)

Step 1: Submit the duly filled forms and required documents to the receiving Gewog/Thromde Representative/Thromde Tshogpa.

Step 2: Your application will be verified and endorsed by the receiving Gup/Thromde Representative/Thromde Tshogpa.

Step 3: Submit the verified application to the receiving Dzongkhag/Thromde/Drungkhag Civil Registration and Census Office

Step 4: The receiving Dzongkhag/Thromde/Drungkhag Civil Registration and Census official will verify the application and seek endorsement of Dzongdag/Executive Secretary/Drungpa. (For Drungkhags, the service is available only in Lhamoizingkha, Phuentsholing, Tashichhoeling and Umling) 

Step 5: For Inter-Dzongkhag, the receiving Dzongkhag/Thromde/Drungkhag Civil Registration and Census Official will send the verified application to relieving Dzongkhag/Thromde via email for verification and endorsement.

Step 6:Upon verifying, the relieving DCRCO/TCRCO will submit the application via BCRS. 

Step 7:  SMS alert with application number will be sent to your registered mobile number.

Step 8:The application will be verified and approved in BCRS by the receiving DCRCO/TCRCO .

 Step 9: SMS alert with application number will be sent to your registered mobile number.

It takes one day to process the application for the entire steps to complete but is contingent on the number of applications being processed on that particular day. The turnaround time for processing of move-in and move-out is 3 days from the submission of duly completed application.

C. Post-Application Process

You can track your application status from the G2C Citizen Service Portal VIEW STATUS with application ID No. received via SMS.

You can contact the Dzongkhag/Thromde/Drungkhag Civil Registration and Census Offices where you have submitted the documents. Trace contact from the link  CONTACT LIST . You can also contact your concerned Gewog/Thromde Representative/Thromde Tshogpa.
