APPLICATION GUIDE FOR PROCESSING AND ISSUANCE OF NEW CID/SR CARD
A. Pre-application process
Yes, if you are Bhutanese citizen/special resident registered in the Bhutan Civil Registration System and have completed 15 years of age.
What are the required documents?
- Duly completed CID/Special Resident Card application form No. BCRS-CID/SRC-01
- One recent passport size photograph (in national dress and white background)
- One legal stamp
- Original Health card/MCH book used during the initial registration in the BCRS
OR
Original Citizenship Kasho for those registered through Naturalization - In the absence of the Original Health card/MCH book or the Original Citizenship Kasho, the signature of Gup/Thromde Representative/Thromde Tshogpa on the form needs to be obtained and submitted.

Where can I avail the service?
You may avail the service from any of the following service centers:
- Department of Civil Registration and Census, Head Office, Thimphu
Google Map - Any of the twenty Dzongkhag Civil Registration and Census Offices Office Information
- Any of the four Thromde Civil Registration and Census Offices
What are the processes involved?
Steps to get the required documents are as follows :
If you have original MCH/Health Card
Step 1: The original MCH/Health Card.
Step 2: A passport size photograph (in national dress and white background) and one legal stamp.
Step 3: Fill up the CID/SR application form. Note you will need to get a signature from either your parents or head of household (HoH).
If you have lost/misplaced your original MCH/Health Card
Step 1: A passport size photograph (in national dress and white background) and one legal stamp.
Step 2: Fill up the CID/SR application form. Note you will need to get a signature from either your parents or head of household (HoH).
Step 3: Obtain the signature of the concerned Gup/Thromde Representative/Thromde Tshogpa on the duly filled CID/SR application form.
If you are a naturalized citizen
Step 1: The Citizenship Kasho.
Step 2: A passport size photograph (in national dress) and one legal stamp
Step 3: Fill up the CID/SR application form. Note you will need to get signatures from either your parents or head of household (HoH).
Process after required documents are ready:
Step 1: Visit the nearest Civil Registration & Census Office. Submit the duly filled forms and required documents to Civil Registration and Census Official (CRCO).
Step 2: Your application will be reviewed and verified by Civil Registration and Census Officials.
Step 3: Take the verified application to the revenue counter and make payment of Nu. 100. You will be provided a revenue receipt.
Step 4: Take the verified application along with the revenue receipt to the CRCO who will update your details into the system and capture your biometrics and submit.
Step 5: SMS alert with Application Number will be sent to your mobile number.
Step 6: The application will be verified and approved in the system.
Step 7:The printer operator will download and process printing of CID/SR cards.
How long does it take to process the application?
It takes two days to complete the 7 steps outlined above and to get your CID/SR card printed.
What is the validity of my new CID/SR Card?
The CID/SR card is valid for 10 years.
Do I have to pay for a CID/SR Card?
Yes, card fee of Nu. 100 at the time of processing the card.
What is the payment method for the card fee?
In cash at the designated revenue counter of the service centres.
C. Post-Application process
How do I know the status of my application?
You can track your application status from the G2C Citizen Service Portal VIEW STATUS with the application ID number that was provided to you at the time of processing your application.
Contact help desk of DCRC Head office or respective service center, if you have forgotten your application number. (Mention contact number of DCRC Head Office and link to contact of Dzogkhags/Thromdes in the website)
When and where can I collect my new CID/SR card from?
- Department of Civil Registration and Census, Head Office, Thimphu: You may collect it from counter number 7 in the DCRC head office, two days after the application has been submitted and your biometrics captured.
- Dzongkhag Civil Registration and Census Offices: You will be reached out by concerned Dzongkhag officials, who will be collecting cards from the Department of Civil Registration and Census, Head Office, Thimphu on a monthly basis.
- Thromde Civil Registration and Census Offices: You will be reached out by concerned Thromde officials, who will be collecting cards from the Department of Civil Registration and Census, Head Office, Thimphu on a monthly basis.
Are there priority counters and other amenities for persons living with disability?
The Department of Civil Registration and Census has designated priority counters for the persons living with disability. There is a wheelchair ramp built at the entrance of the office building.
