In preparation for the June 2026 launch of five civil registration services on the National Digital Identity (NDI) platform, the Department of Civil Registration and Census (DCRC) conducted a two-week Training of Trainers (ToT) in May 2026. A total of 91 officers from DCRC headquarters, dzongkhags, dungkhags, and thromdes participated in two sequential cohorts (4–8 May and 11–15 May).
The training went beyond technical upgrade, emphasising a transformation in citizen-centric service delivery. Key services moving online include CID processing, census transfers, change of Head of Household, relationship and nationality certificates, and enhanced birth/death registration.
Officials also received instruction on image quality standards for CID, data management (both offline and online), the Case Information System with associated SoPs and verification protocols, revised Service Delivery Standards, digital annual census and the pertaining issues related to Integrated Census System. By equipping trainers at every administrative level, DCRC aims to ensure consistent, secure, and efficient online registration services across Bhutan.
